NSBAR would like to remind you that we offer CE courses at your office. For only $25 per person, NSBAR will work with you and your office team to bring the CE to you. NSBAR provides all class materials, instructor fee, proctored CE exam and electronic grading. CE test results are delivered to each student electronically within 24-48 hours of test date.

We have a special running from November thru February at $25 per person for each three-hour CE course you schedule at your office.

Fulfill 12 Hours of CE Before April 2015 Managing Broker License Renewal

This 12-hour classroom continuing education course meets the requirements for 12 of the 24 hours of continuing education required to renew your Managing Broker license in Illinois. The class is held for six hours on two consecutive days.

In this class, we explore the fundamentals of broker management in Illinois and identify the primary responsibilities of the managing broker. The course also covers core topics in the Illinois Real Estate License Act of 2000 (the Act) including agency, fair housing, anti-trust and escrow policy.

Other key areas of study include but are not limited to: record retention and destruction, licensed and unlicensed personal assistants, employment status and use of social media tools in the real estate brokerage business. Finally, there will be discussion about some “better practices” that managing brokers might employ in their offices.

As of today only 31% of Illinois Broker Licensees have renewed their license

 

According to IDFPR, as of today, only 31% or 13,309 of broker licensees have renewed their licenses.

Needless to say the next few weeks will be a CRAZY surge of activity at local CE schools like NSBAR as well as at IDFPR.

NSBAR urges our Managing Brokers and Owners to remind your broker agents they MUST complete Continuing Education coursework FIRST, and then they ALSO have to pay IDFPR the $150 broker license renewal fee BEFORE APRIL 30, 2014. Those who renew late are not permitted to perform ANY licensed activities and are assessed an additional $50 fine on top of the $150 renewal fee.

FIRST TIME Brokers have a DIFFERENT CE requirement

 

FIRST TIME Brokers have a DIFFERENT CE requirement than the Brokers who transitioned up from Salesperson.

 

Brokers whose FIRST EVER real estate broker license was issued by IDFPR February 1, 2012 to January 31, 2014 DO NOT complete 12hrs of regular continuing education credits. Instead, the Illinois License Law requires them to successfully complete a 30hr Broker Post-License course in order to qualify for 2014 broker license renewal.

 

The 30hr post-license course is broken down into TWO 15hr courses.

 

The first 15hr course is self-study and requires the new broker to take a final exam at an approved proctor location after finishing the study materials. Passing score is 75%. Managing Brokers DO NOT renew their license until 2015

Managing Broker Licensees – those whose license begins 471 – are not due for license renewal until April 2015. By or before then, Managing Broker Licensees must complete the following, and can begin doing so any time after May 1, 2013:

• 24 hours of CE is due for Managing Brokers – BY OR BEFORE APRIL 30, 2015
o 3 hours of COR A
o 3 hours of COR B
o 6 hours of Electives (or more COR, and omit electives)
o 12 hours of Broker Management CE (this is a separate 2-day class ONLY for Managing Broker Licensees)

• Managing Brokers can begin taking their COR A, COR B, and elective CE courses any time after May 1, 2013

• The 2-day Broker Management course will be offered again towards the fall of 2014. It is currently undergoing revisions.

Every single REALTOR® who completed the IAR version of the transition course between 2011 and April 2012 earned GRI course 1 credit? Yes, it’s true!

GRI stands for Graduate REALTOR® Institute – and is the ONLY designation around that costs NOTHING to maintain!

GRI is a 90-hour course in its entirety. Each course is 30-hours of class time, spread out over a week’s time. Illinois provides GRI Designation courses each year in Bloomington IL. Courses typically are held during the last week of each November or the first week of each December. It has become an Illinois “tradition” to travel downstate to attend GRI courses. On occasion you will see the GRI courses offered closer to the Chicago land and NW Suburban areas, but this is a rare instance due to common scheduling conflicts involved in holding the 5-day course.

What is this “post-license” class I’ve heard some of my new agents talking about?

Do any of my agents need to complete the 30-hr post license class?

YES! Any broker who obtained their FIRST license May 1, 2011 or AFTER is required by law to complete the 30-hr Broker Post-License course within the licensees first license term.

Section 1450.410 of the Illinois Real Estate License Act Administrative Rules

Illinois Real Estate License Act states all new broker licensees must complete a 30-hour broker post-license education course prior to the first expiration of their license in order to qualify for license renewal. Current deadline for new brokers to successfully complete the 4-day course is April 30, 2014.

NSBAR GUIDE TO POST LICENSE FULFILLMENT

NSBAR Education Department provides some helpful information to assist Office Managers and Managing Brokers in deciphering which new broker agents MUST complete the 30-hr post-license requirement.

The first step is to identify which of your broker agents transitioned their license to broker from salesperson, and which new broker agents obtained their very first license by state examination.

Once you have identified which of your agents hold their first license (not transitioned from salesperson), NSBAR highly recommends you make a point to sit down with your newer licensees to discuss the importance of completing the 30-hr broker post-license course as soon as possible.

Sadly, not too many new broker licensees know of this vital requirement, nor do they understand its impact on their success.

Let’s change that!

Below you will find some screen shots of the IDFPR website, which helps in understanding which brokers MUST complete the course, and which brokers DO NOT complete the course:

1. ANYONE WITH A BROKER LICENSE WHO OBTAINED THEIR VERY FIRST LICENSE BY STATE LICENSE EXAMINATION – the IDFPR online license record looks like this:

• Any Broker licensee whose original issue date shows May 1, 2011 or after AND there is no “Multiple Licenses” link below the license number…

    o This licensee MUST COMPLETE THE 30 HOUR BROKER POST-LICENSE COURSE PRIOR TO THE EXPIRATION DATE PRINTED ON THE LICENSE.

    o Those who do not complete the course will not be allowed to renew their Broker license until the course is successfully completed.

2. ANYONE WHO TRANSITIONED TO BROKER, OR PREVIOUSLY HELD A SALESPERSON LICENSE – the IDFPR online license record looks like this:

• This indicates that the licensee transitioned from Salesperson to Broker during the transition period.

• Licensee DOES NOT have to complete the 30-hr post license course before the next license renewal.

• Licensee simply completes 12 hours of regular CE – 3 COR A, 3 COR B, and 6 Elective – before April 30, 2014.

 

Once you have identified which of your agents hold their first license (not transitioned from salesperson), NSBAR highly recommends you make a point to sit down with your newer licensees to discuss the importance of completing the 30-hr broker post-license course as soon as possible. CRITICAL NOTICE TO ALL MANAGING BROKERS – CODE OF ETHICS

NSBAR will notify all Managing Brokers with a list of their agents who do not show completion of Code of Ethics in the National Association of REALTORS® database.

NSBAR is responsible for collecting Code of Ethics completion certificates for all NSBAR Members every quadrennial period (four year cycle) as mandated by the National Association of REALTORS®. Current period began 01/01/09 and ends 12/31/12.

The Code of Ethics completion is a condition of REALTOR® Membership – NOT a condition of holding a real estate license in Illinois.

Didn’t my agents already do Code of Ethics for their license renewal?
Probably, but NSBAR does not have proof of completion until it is sent to us by the member or the office. 

IDFPR approved Code of Ethics CE - Knowing the Code of Ethics requirement affects over 40,000 licensees who are REALTORS® in Illinois; the IDFPR approved Code of Ethics as a CE elective. Almost all IDFPR approved Real Estate CE Schools provide Code of Ethics as part of their education coursework. The school issues a completion certificate to all licensees who complete their courses, and notify IDFPR of the completion, as required by law. 

IDFPR approved schools DO NOT SEND CODE OF ETHICS COMPLETION TO NAR or NSBAR. They never will. NAR requires the local association to report all Code of Ethics completion dates. NAR will not accept the proof from the individual members.

FREE NAR ONLINE TRAINING: NAR has made it easy to comply with the REALTOR® Code of Ethics requirement – they developed an online training course available 24/7 to all REALTOR® Members. The NAR online course does not include

Do you need code of ethics? Deadline is Dec 31, 2012!

NSBAR will send each NSBAR Member a personalized email this week indicating whether or not code of ethics has been completed. If you take your continuing education courses with someone other than NSBAR, then your email may not be entirely accurate.
If you have not completed code of ethics training, you can do so by:

  1. Complete the NAR Code of Ethics training online at www.realtor.org (NOTE: There is ZERO CE credit included in the free NAR online training)

  2. Sign up for and complete a 3-hour elective CE Code of Ethics CE class – here’s our calendar

  3. Download, read, and then take a 3-hour elective CE test for Code of Ethics – here’s our self-study list

 

Managing Brokers – How much CE do you have left to complete before April?

Last week, NSBAR sent each Managing Broker licensee a personalized email which contained a list of all CE credits earned @ NSBAR since the last broker renewal period. NOTE: The email contains ONLY courses completed through NSBAR. We do not keep track of classes you complete with other real estate schools.

If you’re wondering how much CE credit you have left to earn, you can determine this rather quickly and easily by following the examples provided below. The License Act requires you to complete a total of 30 hours of continuing education credit before your new managing broker license expires. Deadline is April 30, 2013 to finish classes and renew your license.

Below are two examples to follow which will help you determine how much CE you have remaining. 

EXAMPLE # 1 – TRANSITION BY PROFICIENCY EXAM 

Betty Boop took the proficiency prep CE class and proficiency exam at NSBAR to transition to managing broker. She passed the CE test AND the proficiency exam, which gave her 3 hours of CORE B CE credit.
Betty then took the 12 hour Managing Broker class at NSBAR.

She has earned:
    3 hours of CORE B CE credit
+12 hours of Broker Management CE credit
   15 hours of credit earned

She has left:
3 hours of CORE A CE credit
3 hours of EITHER CORE A or CORE B CE credit (you choose)
3 hours of Elective CE Code of Ethics
+6 hours of Elective CE – you choose the topics
  15 hours of credit left to earn

EXAMPLE # 2 – TRANSITION BY 45-hr TRANSITION COURSE 

Rocky Raccoon took the 45-hour transition course and exam at NSBAR to transition to managing broker. He passed the course exam and in doing so earned his 12 hours of Broker Management CE credit.
Rocky then completed a 3 hour Elective Code of Ethics CE class at NSBAR.

He earned: 
12 hours of Broker Management CE credit
+3 hours of Elective CE Code of Ethics
15 hours of credit earned

He has left:
  3 hours of CORE A CE credit
  3 hours of CORE B CE credit
  3 hours of EITHER CORE A or CORE B CE credit (you choose)
+6 hours of Elective CE – you choose the topics
15 hours of credit left to earn

Broker Pre-License 15hr Interactive Course

To become a broker licensee in Illinois, the Illinois Department of Financial and Professional Regulation (IDFPR) requires completion of the 75hr. Broker Pre-License Topics course and the 15hr. Broker Pre-License Applied RE Principles Interactive course. There are additional requirements provided  here.
NSBAR scheduled several 15hr. Interactive Courses to help make completion more convenient. Those who have already purchased or completed the first 75 hours of education are encouraged to register for the next upcoming classroom-based interactive session.

New Member Orientation

All REALTOR Members are required to complete New Member Orientation within 90 days of membership. This is mandated by the National Association of REALTORS and applies to all new applicants, as well as those who have been inactive for a period of two or more years. Failure to complete this requirement within the first 90 days of joining results in suspension of all services provided by NSBAR until such time that Orientation is completed.

Mandatory Code of Ethics training by 12-31-12

Each and every member must complete a course on the Code of Ethics every 4 years and the last day of 2012 is another deadline.  Members can take NAR who offers free ethics courses online, HOWEVER this is NOT a Continuing Education class.  If the member takes a CE approved Code of Ethics class they would get a 2 for 1 deal – NAR requirement fulfilled and a 3 hr Elective CE course class.

 

NSBAR offering Pre License Classes…for a while

IMPORTANT Little known fact about broker licenses issued May 1, 2011 or after.
If you are sponsoring a license for a newer real estate broker licensee who obtained their very first real estate license on or after May 1, 2011… LISTEN UP AND KEEP READING!!!

The Illinois Real Estate License Act Rules & Regulations states in Section 1450.410:

  • Brokers first licensed after April 30, 2011 shall be required to complete a 30-hour post-license course and pass a rovider administered exam prior to their first renewal of that license. The course is intended to deal with the practical application of these topics to the practice of real estate brokerage as set forth in Section 1450.1105(f).

  • Those taking the 30 hour post-license broker course during their first renewal cycle shall not be required to complete any other continuing education during that pre-renewal cycle.

  • NOTE: This notice DOES NOT apply to salesperson licensees who are required to transition to broker license. It ONLY APPLIES to individuals who obtained their FIRST real estate license on or after May 1, 2011.

  • Tuition is $250.00 for NSBAR Members and $300.00 for non-members. Registration is required in advance.REGISTRATION FORM

  • Students who complete the classroom course will take a 50 question multiple choice final exam on April 11, 2012.

  • Passing score is 75% or above.

 

  • About a week after successful completion of their exam, students receive a completion certificate / transcript via regular mail, which they will mail to IDFPR along with an application for broker license and a check for $125.00.

  • Realistically, completion of 30 hour course and renewal of broker license should be done before April 15, 2012. Anytime after that, the new licensee runs the risk of not getting their broker license renewed… which means they cannot practice real estate at all until the license is renewed.

I asked IDFPR if there was a way you could go into their web page and pull up all your sponsored licensees in one swoop like you can with NSBAR and the bills.  Their answer:  There isn’t a place on the website to look them all up so they would have to go one at a time.  We will be sending out a list this month of their sponsored licensees that still have an active salesperson license and need to transition.  They will also get a list of broker licensees that are in renewal in the next week or two.

There are several reasons why one would believe the 30 hour transition course from salesperson to broker is better than just taking the proficiency exam.

The 30 hour salesperson to broker transition course includes:

  1. All 18 hours of required CE for broker license renewal – no need to take additional CE courses in order to renew your new broker license

  2. 5 six hour days in a classroom or online

    1. Classroom exam is given on the last day of each particular set of class dates

    2. Online / self study course exam is given by appointment only

  3. ONE TEST consisting of 50 multiple choice questions – must score 75% or greater in order to pass

  4. FOUR ATTEMPTS to pass the final exam – The first two attempts are included in the course price. Each additional (attempt 3 and 4) are $40.00 each.

  5. NSBAR Members pay $250.00 ($300.00 for non member) for the classroom course or $165.00 ($165.00 non member)for the self study course

The proficiency exam prep course with proficiency exam includes:

  1.  One 3 hour CE class specifically designed to cover the topics you will be tested on. This is a Core B CE class yields 3 hours of credit

  2. Immediately following class you will take a 25 question CE exam

  3. After a 15 minute break you will begin the salesperson to broker proficiency exam, timed at 1.5 hours

  4. The exam consists of 50 multiple choice questions

  5. This exam may be taken ONLY ONCE – and it is either pass or fail. NO RETAKES ALLOWED

  6. All other required CE for broker license renewal will have to be done on your own time – either in a classroom or as a self study package – $91.00 for 15 hours of self study CE credits and exams @ NSBAR. We have been running this special since January 2011. Why pay more elsewhere?

  7. 15 remaining hours of CE is required BEFORE April 2012 if all you did was take the proficiency class and no other courses since May 2009.

Neither one of the above options includes your license application fee to be paid to IDFPR in order to GET your new broker license after you pass the exam.

  1. When you receive your passing results for one of the above testing options, you should apply for your new broker license

  2. This can be done online or through the US Mail

  3. FEE for first broker license:$125.00

  4. FEE for broker license renewal: $150.00

Starting this week, MRED is taking the gloves off regarding the sharing of MLS IDs and Passwords.  They are moving to the highest, most rigorous level of enforcement by engaging Automated Remediation.  If that sounds scary, it should; but only if you are sharing your access to the MLS.
If you let someone else utilize your access, they might avoid paying for MLS; but before taking credit, please remember that when you are caught you will be subject to a $2,500 fine for each offense.
The message is a simple one.  Don't share your ID and password! Everyone should pay their fair share for the MLS.
In addition, NSBAR would like to remind you of the following are general rules for Sentrilock Key Cards, Sentrilock Lock Boxes, and combination lock boxes per the NSBAR Policy and Procedures: (For specific rules, refer to your Sentrilock agreement.)
1.         The key card is for you and you alone.
2.         Do NOT give your key card to a customer or client.
3.         Do NOT loan your key card to another agent.
4.         Do NOT give a key code (one-day or combination) to any unauthorized person.

Additionally, don't place your clients in a bad situation by giving out the codes or keys for lockboxes and allow them unescorted into properties; that is consider trespassing and the clients could be arrested.  Don't place yourself in a situation of receiving a $1,000.00 (or more) fine for not following the Sentrilock key card rules and the NSBAR Policy.

 

New and not so active agents, as well as seasoned professionals may decide to take the Proficiency exam before considering the lengthy 30-hour transition course; however, keep in mind that the 30-hour course includes all required continuing education credits while the proficiency option does not. The 30-hour course will be made available @ NSBAR, in classroom format as well as self study.
Here are the options for agents to consider when deciding how to transition their real estate salesperson license to the new broker license:

  1. Proficiency exam plus additional 18 hours of continuing education (CE)
  2. 30-hour transition course with no additional continuing education (CE)

Cost difference and inclusions?
Both options cost between $200.00 and $350.00. If an agent prefers classroom instruction for continuing education versus self study, the higher cost will apply.
 
For $200.00 each NSABR Member receives:         1 proficiency exam prep class, 3 hours CORE B classroom instruction, CE & proficiency exam on the same day, plus an additional 15 hours of self study continuing education. 
For $250.00 each NSBAR Member receives:         1 30-hour classroom transition course, all 18 hours of continuing education, and the 30-hour course exam  on the final day of class(50 multiple choice questions, passing score is 75%) 
For $350.00 each NSABR Member receives:         1 proficiency exam prep class, 3 hours CORE B classroom instruction, CE & proficiency exam on the same day, plus additional 15 hours of classroom continuing education.

Brokers who own or manage a real estate firm, or are independent brokers are required to transition to the new Managing Broker license before April 2012 in order to continue to hold their positions legally. 
While not all of you will have the time to dedicate to 45 hours of classroom study, NSBAR encourages you to make time.  After all, your professionalism is important. How much time are you willing to invest in yourself and your livelihood?
There are self study options to be made available for brokers who cannot commit to a classroom course. NSBAR will make those materials available on our website when they are made available to us, sometime late May 2011 to early June 2011.
Here are the options for broker owners, managers, and independents to consider when deciding how to transition their real estate broker license to the new managing broker license:

  1. Proficiency Exam plus 18 hours general continuing education, and additional 12 hours broker management continuing education.
  2. 45-hour transition course plus 18 hours general continuing education.

Cost difference and inclusions?
Both options cost between $300.00 and $500.00. If a broker prefers classroom instruction for continuing education versus self study, the higher cost will apply.
